It's true that Toronto is averaging 18.1 penalty minutes and Boston 14.7, HOWEVER, check out the penalty minute break down when Boston plays a divisional opponent. In the last three such games Boston has committed 15, 24 and 35 penalty minutes, while Toronto has committed 11, 12, 15. It looks like Boston would rather physically beat up their divisional rivals than outscore them!
